Personality:
Norman Osborn, America's last hero. That's what I am.

Norman Osborn is the hero of the story - at least in his own mind. Every action he takes he believes will better his world in one way or another. If one gets in the way, they are simply insects to be exterminated, obstacles to be surmounted. If there is anything to keep foremost in mind about him, it is that he is the hero.

Power is the great motivator for Norman. Wealth is a close second but only because it is a form of power. Power keeps one on top, from being the victim. Norman doesn't like being the victim, it reminds him of when he was a child and his father - Amberson Osborn, having failed at his own business aspirations - took it out on the young Norman. One such instance is when he locked Norman in a dark room "in order to cure him of his fear of the dark". Young Norman became convinced that a goblin-like creature was in there with him and would eat him as soon as the sun rose. This, obviously, would have ramifications down the line. Never again would Norman Osborn be powerless, nor afraid of the dark.

Amberson's own failure motivated Norman to work hard, hard as any type A personality could work. He worked after school and throughout college. This hard work - plus his natural intelligence and charisma - paid off and Norman started what would become Oscorp with Mendell Stromm, a professor that Norman became friends with during his college years. This work ethic pervades throughout his career and pays off in spades. However, it is this work ethic that initially estranges him from his son, Harry. (His actions and evolving personality finish the job.) It becomes detrimental to himself and his projects as well. Often Norman will throw his whole self into a project, so much so that he exhausts himself, and ends up making mistakes or fraying his already somewhat unstable mind.

You can make fun of me all you want...but you know this is true... I was right. The world is a mess and the world needed me to fix it. And I would have. I could have. This world is a madhouse of mutants, terrorists, psychotics, aliens, and monsters. All of them clashing and crashing into each other at every second of every day. ... I know the mutants of this world will rise up and kill us. I know that the Hulk will one day decide to destroy everything he sees. I know the Punisher will one day kill the wrong person and set off a chain of events that will lead to nuclear holocaust. I know these heroes will dive head first into something they do not understand and end up doing such insane damage to the world that humans can no longer live on it. ... I know this is true. I know it. And I could have stopped it. If not for the fact that you kept standing in my @#$@# way...

His pride/ego being such a mighty factor to his personality, when things go wrong it is never his fault, clearly it was an underling's incompetence or something else. Norman rarely accepts fault for his actions. He will even go so far as to blame the "goblin" side of himself for mistakes, despite the fact that the goblin is irrevocably a part of him. Failure is not an option for Osborn, failure means a loss of power. He has a definite superiority complex that foes can play off of and use to overcome him. Norman expects to win because he is Norman Osborn, because he is the infallible hero. Any misstep is the fault of others and is simply a roadblock that he will surmount in due time.

As he is the hero, Norman demands the best of the best of himself, those who work or him, from the world, and from the rewards reaped from his actions. Material things matter to him, they are status symbols. As are the pretty blonde girls on his arm, the car he drives, the tie he wears etc etc. He demands nothing less of the one to carry on his name. Harry proved to be less than worthy so Norman turned to Peter Parker. Peter turned him down and Norman swore to destroy him for such a slap in the face. (And for getting in the way of his plans.) The search for the perfect heir would even drive Norman to sleep with his son's ex-girlfriend Lily, whom had been exposed to the Goblin formula, in hopes of creating a stable and viable goblin formula infused son.

I want you all to listen very carefully. I'm not going to kill you. I'm not even going to arrest you. Because you work for me now. Not the Thunderbolts. ME. But know this. If you ever - EVER - interfere with me again...I will murder your families, your friends, your loved ones. I'll kill them in ways that will make even sociopaths like you WEEP. And then I will torture you to death. Slowly. And I will enjoy every last moment of it.

Norman will do whatever he needs to do to accomplish his goals. He has no qualms about getting his hands dirty. Even though he sees all his actions as heroic, he knows quite well that what he is doing is (viewed as) wrong or at least morally gray and he is fine with this. Threats, murder, brainwashing, it's all for the good of his world so his ends justify his means. He is quite sadistic and creative in his punishments and he follows through with them, even if they take years to come to fruition. He's one of the few villains with an actual named body count - Gwen Stacy. Nothing is sacred or safe from him, not family, not friends, not unborn children.

Obsession plays a large part in this as well. The obsession can focus on people, like Spider-man, whom he considered an equal rival and a worthy heir to his throne. Once Spider-man turned him down Norman set out to destroy him in any way possible, including but not limited to killing Gwen Stacy (but first sleeping with her and raising the resultant children to believe that Spider-man killed their mother), buying out the Daily Bugle, clones, replacing Aunt May with a genetically altered actress etc. As stated before, he is creative in his punishments.

Name's Norman Osborn. This is my office you trashed and my people you smacked around. Would you like to have a drink and talk about it?

~~

My friends! These creatures think Earth belongs to them! That they can come here - to our home - and make us kneel! But this is our world! This is our country! While a single breath remains in our bodies, we will fight and die to keep it! Stand with me! Show them! Let us shout it with one voice! This...is my country.

Norman as a whole is an expert at reading people and knowing how to handle them. Whether it's an inspirational speech or the offer of a drink to a foe, Norman handles many situations with ease and aplomb. It's not through coincidence that he became the leader of a cult, or even that his poll numbers were so high despite all the ill press against him when he was leading H.A.M.M.E.R. It's also how he's escaped from jail or managed to convince doctors that he was cured. He knows how to spin things into a positive light and to ease a troubled mind. He even managed to get The Sentry/The Void under control - to a point - by connecting with him on a personal level, by sharing his own troubles with his "other self" with the man, afflicted with a similar split psyche.

However, it should be noted that Norman has standards about who he works with. Remember all the best of the best talk? It applies here too. Norman turned down the chance to lead the Sinister Six because he felt he was too good for them and could defeat Spider-man on his own. While he's probably come the closest to achieving that goal, it still didn't go over too well.

I made Harry... and I can do any damn thing to him I want.

Harry. Oh Harry. Somewhere, deep, deep inside, Norman did love him, at one point. And perhaps still does, deep down, as he'll defend him from enemy slander on occasion. However, too many failures and disappointments, too many lost opportunities and Norman pretty much sees Harry as a failed venture. At that point, Harry just becomes a tool, an object to further Norman's own goals. Such an attitude obviously extends out to the rest of the world, if not even his own son is safe from it. When persuasion and pretty words fail, he isn't above offering a junkie (like the Sentry) his drugs again if it means that he will continue to follow him. Tools are tools; if they need grease, they get it and if they need to be replaced, they're gone like yesterday's trash.

Kidding, really.

He's also a goddamn bastard and he knows it. Norman frequently revels in his snide remarks and quips and borderline offensive jokes. Part of this is from his "I'm untouchable and superior" standpoint. Part might be due to his insanity. Mostly though, it's just who he is. With his superiority complex he will happily cut others down, jokingly or not. When explaining to Radioactive Man about his official change in costume (Thunderbolts era) Norman uses vaguely racist and offensive terms to explain how the common American would see the man's original costume. "Joking, of course" or variations of is said numerous times throughout the conversation and while he is smooth enough to not outright offend his employee, it's clear he is exerting his power over him by using this language. (And it says a lot about how he feels about the average middle American as well.) While not the pop culture reference spewer like his rival, Norman is still witty and irreverent when he wants to be.

Note: Norman - where I'm taking him from - is "cured" of his mental illness but not of the goblin formula, which just occurred in later canon (Superior Spider-man). Madness is still his friend and foe, his ever present shadow waiting to rise up at any moment. At this stage he has accepted his illness and is learning to work within it, his meds, and various therapies. He is as sadistic as ever and possibly even more dangerous as he is less prone to full out psychotic breaks.
